I have filled out the 5300.38, alot of it didn't even apply to a C&R. Now that I have it, where do I send it? I can't seem to find an address.

Brian,
I just went thru this with the ATF And its really painless after you have filled out 3 copies of 5300.38 You send one to your local CLEO, and one to the address below. I sat 3 copies so that you have one for your receord. I had a minor screwup with mine It took 3 weeks and it came back with the old address on it. I called both NLC and was told to just fax a copy of the form and the agent that covers my area would issue my license the same day. I did that and I had the new license back in 4 days after faxing and it was correct.
Thats just my experience yours will probably vary but be prepared to wait 3-4 weeks on the new license.
