What I don't understand is why: A company that makes collectable guns comes out with a new gun: Lets say that it Honors the State of Israel, is engraves with Mogan Davids, gold plated, has Woody Allen's picture on it, so forth , and costs three times the price of a similar plain Jane blued gun. Same exactly as the regular gun but a collectors model.

So why is this gun not automatically a C&R gun without the company having to apply to the BATF to have it certified? If a gun matches the defination of a C&R then it by defination should be a C&R without having to wait for the BATF to bless it.
