the early rifle had a black plastic stock and black phosphate treated metal, hence ''black rifle''...

OK AR-15 pre/post ban details, straight from the source.

http://www.atf.treas.gov/firearms/assault/report.h tm

To summarize, to be pre-ban, a rifle must have been manufactured prior to 9/14/94 and have more than 3 "assault weapon" features. Semi-automatic is the first feature of any "assault rifle". Any other type of action can have all these features w/o being an assault rifle.

These features are:
A: can accept detachable magazines over 5 round capacity
B: pistol grip
C: bayonette lug
D: flash suppressor/threaded muzzle
E: grenade launcher (not flare launcher)
F: collapsible stock

Any AR, by its nature, has A,B, and C. If the rifle did not have more than 3 features on 9/94, regardless of date of manufacture, is considered a post ban. If you had the reciever and all the pre ban features at the time of the ban, and it wasn't assembled, it can still be considered a pre-ban.

Post ban rifles are any produced after 9/94 and can have up to 3 features listed above. This is why new manufactured AR style rifles do not have flash suppressors or bayonette lugs but can still have the pistol grip.

I beleave it is , as long as the rifle has a pre-ban receiver, you might want to check the ATF website to be sure.
